The Bureau of Security and Investigative Services is the California state agency responsible for licensing and regulating private security professionals. Every person who works as a security guard in California must be licensed through BSIS, regardless of whether they are armed or unarmed, full-time or part-time.
BSIS sets the training standards, approves training facilities, conducts background checks, and enforces compliance. Working with a BSIS-approved training provider matters because your certification will only be recognized if it comes from a licensed facility. Guardian Training Center holds California facility certifications TFF #1596 and TFB #1378, and all of our security courses are fully BSIS-compliant.
Before you begin training, make sure you meet California's baseline eligibility requirements for security guard licensure:
Your guard card journey begins with an 8-hour in-person training course covering Powers of Arrest and Appropriate Use of Force. This is the foundational requirement before you can legally begin working as a security guard in California.
California law (AB 229) now requires that at least half of Powers of Arrest and Use of Force training be completed in person. Fully online guard card courses are no longer accepted by BSIS. Additionally, BSIS will not accept multiple certificates from different providers for this training. You need to complete the full requirement through a single certified training facility.
This is a common stumbling block for new applicants who start training in one place and try to finish it somewhere else. We recommend completing your entire guard card training with us from the start to avoid any complications with your application.
Our BSIS Basic Guard Card Course is $99 and covers everything required for this first phase of your licensure.
After completing your first 8 hours of training, you can submit your guard card application to BSIS. The application includes a background check through the California Department of Justice and the FBI, along with the required state application fee (separate from your training cost, found on the BSIS website).
Our instructors walk every student through the paperwork before they leave class. We help you understand exactly what to submit, how to submit it, and what to expect during the review period. Most applicants receive their guard card within a few weeks of submitting a complete application.
Your guard card requires a total of 32 hours of BSIS-approved training. The 8-hour course gets you started, but the remaining 24 hours are completed after you begin working:

This staged structure is intentional. Spreading training across your first six months allows you to connect what you are learning in the classroom with what you are experiencing on the job. Skills like situational awareness, communication under pressure, and professional judgment all improve when you can apply them in a real work environment between training sessions.

Once you have your guard card, a range of specialty certifications become available to you. These are not required for basic employment, but they significantly expand the types of roles you can take on and make you a more competitive candidate.
Armed security is one of the higher-demand areas in the profession, and California has a specific licensing path for it through the BSIS Exposed Firearms Permit.
The BSIS Exposed Firearms Certification Course includes:
The course fee is $199 and does not include state application fees, range fees, or the cost of your own firearm, ammunition, and duty belt equipment (students must provide their own).
Armed security professionals must complete a 4-hour requalification course every six months to maintain their Exposed Firearms Permit.
If your permit lapses, you would have to complete the full 16-hour initial course again from the start. Our requalification course is $59 and includes simulator-based training as an option, which is one of the things that sets Guardian Training Center apart from other Bay Area training facilities.
